Dr. J. Prospero “Popoy” de Vera currently holds the positions of Chairperson of the Commission on Higher Education (CHED), Adviser of the Philippine Negotiating Panel with the National Democratic Front/Communist Party of the Philippines/New People’s Army (NDF/CPP/NPA), and Commissioner of United Nations Educational, Scientific and Cultural Organization (UNESCO). He is a Professor of Public Administration at the University of the Philippines and served as its Vice President for Public Affairs from 2011-2016.
Atty. Lily Freida C. Macabangun-Milla is the Director of the International Affairs Staff (IAS) of the Commission on Higher Education (CHED). She is the Secretary-General of the University Mobility in Asia and the Pacific (UMAP) Philippines National Secretariat, the ASEAN Socio-Cultural Community (ASCC) Focal Point for higher education in the Philippines, and CHED’s alternate representative to the Asia Pacific Economic Cooperation (APEC) Human Resource Development Working Group (HRDWG), among other representations.
Dr. Lilian A. De Las Llagas is a former Commissioner of the Commission on Higher Education (CHED) and Chair of the Laguna State Polytechnic University (LSPU) Board of Regents (BOR). She is an alumna of the University of the Philippines, graduated B.S. Hygiene in 1973. She completed her Masters degree in Tropical Medicine from Mahidol University, Bangkok, Thailand, and her Ph.D. in Biology (Medical Entomology) from Universiti Sains Malaysia, Malaysia. She also pursued the field of law and completed her Bachelor of Laws degree in 2003.
